The problem of practically preparing small impedance particles with prescribed boundary impedance is formulated, highlighting its importance in physics and technology. If this problem is solved, it will be possible to prepare materials with desired refractive indexes. This includes metamaterials and materials with desired radiation patterns. Several arguments are presented to prove the existence of small particles with prescribed boundary impedance.
